Shichibukai also have a legit Yonkou lvl character and bunch of characters who can match YC, ofc they are part of the balance.
I wouldn´t call Doffy above Kuma or even Prime Moria.
Also after the ts their was clearly a new powerranking:
Mihawk and Weevil where the strongest members, so you can assume that Doffy move around YC3lvl at best if Kuma is the YC1/2 lvl character.
