Probably because Post-Timeskip we haven’t seen Straw Hat have proper rest, like post Alabasta & post Enies Lobby. The thing is Robin seems to know a lot about hakis, being trained by Revolutionary Army, yet she doesn’t seem to show any hakis.

Well her character arc was about always needing help and not being able to do much right? Just have her go through that again and instead this time she eats a devil fruit to help the crew in a fight

Carrot currently doesn’t seem have a driving force to help steer her farther from her past troubles and closer to an ambition that Luffy specifically could greatly help in accomplishing by joining and traveling with him, because she’s still focused on trying to avenge Pedro.
