How strong is brook ? He stole a copy and luckily ended up on zou for another. He could theoretically do the same for kaidos and luckily find the last and with nami and robin be on his way to raftel.
I really wouldn't classify Brook as fodder, but whatever. Brook could do all of this, because of Luffy and that's it. He had insane luck against BM, but do you seriously think that would work everytime?

I'm sure his poneglyph is well-guarded. Orochi is definitely not the one in charge of protecting Kaido's poneglyph. If Brook really wants to steal Kaido's poneglypgh, he has to face him head on.

You can't become the PK while being fodder though. Roger countless times clashed against Garp, because he was chasing him. Someone like Brook or Buggy wouldn't be able to protect themselves like that. Luck is needed, but it isn't everything. You need to have strength too.

Not that I agree with @HA001 on this, but Garp was chasing precisely because Roger was a strong pirate possessing sufficient danger to Marines. Garp wouldn't waste time on someone like Buggy.

If Buggy was able to find the one piece for some reason, then they would chase him too for sure. They probably wouldn't send Garp, because anyone else would be sufficient enough to take out Buggy.
