Including Blackbeard there's 11 main BBPs, and by the BBP arc there will be 11 Straw Hats. Do you think of one of the SHs won't get a fight?

The reason doesnt matter. He had the lowest. Burgess himself was just a random wrestler unlike a person like Laffite who was a demon sherrif. If were going by bounty, we should go in the opposite direction. Since we know the one with the lowest bounty is the strongest. And Doc Q being the second strongest after BB makes zero senseโ€ฆ.since you know he has the highest bounty there. So ranking them the other way makes the most sense.

It's not it doesn't make sense, it's just Oda doesn't ascribe power levels according to bounties Chrono.
