Against Doffy, he got help from Law, gladiators, gatz and Viola.
Against Cracker he got help from Nami and homies.
Against Katakuri he got help from Brulee and Katakuri.
Oda made it clear since 2016 that Luffy's raw power was already at the peak of the One Piece world. That's why he said I don't want Luffy to beat Kaido "just because his punch is so strong."
What was the solution? Stop focusing ONLY on raw power, and use advanced CoA: (as Hyo mentioned "you're using too much brute strength")
Boundman Luffy's strength alone was comparable to a weakened/retired Garp or Sengoku strength + Haki. Not enough for Kaido. He needed advanced CoA + Boundman strength.
But again, as made clear by Oden in this chapter, he will achieve a >= Yonko level feat, not just Low Admiral level.

Why would he save KKG just because it's a "Special attack"
It's the exact same reason he didn't use it against Katakuri, because it clearly wouldn't have worked, duh

Luffy vs Kaido
Kaido : I heard that you are about to raid onigshima.
Luffy:: how did you know we are about to raid onigshima?
Kaido: may be we have a traitor in your alliance.
I am about to have fest there and knowing your reckless reputation I came here to deal with you.
You turn out to be soft pirate like Roger and and wb. Your boundman was top tier since ts (as per sanji Kun) yet you choose to take soft path(saving dressrosa and sanji) and gave me and linlin the opportunity to become allied again.
Luffy: I am beating you one vs one kaido and will become pk.
Attacks kaido with kkg and advanced haki. kaido falls down with some damage. Bm appears from behind with sanji as hostage...
Sanji: Luffy.....save me once again
Luffy: what the fuck sanji...why are you here and not in kitchen?
Kaido gets up and smack Luffy and Koed him. "What kind of king you will become brat?"
Later, Luffy writes a letter to sabo. "Sabo, I was not at my peak yet I choose to go against kaido one vs one. I could have tag teamed him like they did......"
