Toga is a serial killer, I don't care what tragic backstory or mental ailment she has, she doesn't get to go "my bad!" & be a good guy. It's not as if she is "paint her Sonic Fursona all over the walls with her own shit" mad, no, she's calm, cunning, & calculating with a cavalier, borderline disposable, disposition towards others, lock the looney tune up. She knew murder was bad, as she did it in secret and out of hate, yet chose to do so anyway!
At least you can argue Tomura was groomed and possessed by a manchild sociopath who brought not but ruin to the poor lads' life. That reminds me, did we get confirmation he stopped heroes from reaching the boy to sow the seeds of mistrust in Tomura's mind towards heros, yet? What excuse does Toga have? That she got a bad reputation for following her desire to chopping up kids even though she REALLY REAALLY wanted to?
My whole thing is, these characters are/have potential to be deeper shades of gray than most S.J villains, yet they always end up whinging on and playing the victim like literal actual psychopathic serial killers. Their fans buy into this and profess "they were just misunderstood!, they're sorry, now!" not understanding that "everyone " *has a tragic backstory/defining moment in their life, it may explain behavior but it doesn't justify it.
