Well, where Tashigi's concerned, I think she has it in her to eventually become Marine Admiral one day. As for whether she becomes the WSS, I don't think she's expressed a desire.
But specifically to your question, yes, I believe it is possible for a woman to become the WSS. Just because it seems harder for them, doesn't mean it's impossible. I can totally see an EOS scenario where Zoro meets an eager swordswoman wanting to become the WSS, and he ostensibly becomes her "Mihawk." Though, I don't mind the alternative scenario @RiShin suggested.

I loved that moment as well. Really nice, human moment between a pirate and marine. And it did a lot to remind us of the kinds of people whom she (Nami) has been surrounded and grown fond of, as well as Tashigi's own strength of character.
Tashigi willing to throw away her pride for the sake of aiding those who need her is tantamount of that, but tremendous growth on her part, too. Back in Alabasta, Tashigi was ashamed of herself for seemingly going against her justice by helping pirates and proving ineffectual in Alabasta's liberation. Yet here she is, putting her pride as a marine on the line for the sake of the children. And she harbors 0 regrets. She's perfectly resolute in her actions.
It's my favorite moment on Punk Hazard for those reasons. Helped bring two sides of the same coin closer, but acting as brilliant singular character development at the same time.

Which I hope we get another scenario where Tashigi & Smoker are shove in between what is wrong or right and build an even stronger relationship with the strawhats. Tashigi with Nami/Zoro and maybe Robin in the end.
Such as in the PH case, where they wanted to capture the strawhats but switch sides because the true evil was Vergo & Ceasar.
In Alabasta, Tashigi and Smoker knew the warlords were bad but learnt that the world government were hiding the news across the world and state Smoker/Tashigi/marines took care of Crocodile.
Tashigi grudgingly let the strawhats rest and Smoker let Luffy go because he save his life.
The next step was in marineford where Smoker question this.
With Occhi wanting Vegapunk and Smoker & Tashigi should be with him. I want them to question why the Cp0 are ordering Vegapunk to come to Wano. Where the cp0 slip a little info by stating they are being threaten by Occhi/Kaido. Smoker & Tashigi gets a little mad that the WG are lowering themselves to do a yonko bidding.
Soon they meet the strawhats and question why they are targetting Occhi/Kaido. Viewing the strawhats as the real good guys and swaying that the organization they work for is bad..
Smoker starts to recall what Kuzan said to him in chapter 699 and think about deflecting from the marines.
After Luffy defeats Kaido and Zoro defeats Occhi/King and the other strawhats defeat the rest. They are tired and defenseless. By an order from Akainu/Green Bull, the marines will ambush the strawhats and will do whatever it takes to capture them.
Which make Tashigi and Smoker really question the marines motives. The strawhats are the Wano saviors, Dressrosa saviors, Alabasta What have we done? Nothing but cause trouble for the people we swore to protect! And the strawhats always clean up our mess in the end.
