It is the assumed harmful indie. She is known for her shenanigans. She never seriously went against the main protag team, but she is villainous. Hmm you can put her in line with a character like Eustass Kid in One Piece.
But her endgame most likely is being an ally, even if she has a crime record.

She is mostly an indie who for sure has to take out the DEM but wouldn't mind sacrificing anyone for her goal. She is like nr 1 on their hitlist alongside Tohka. Unless recent episodes of S4, there might be another spirit up there on their hitlist that will take the nr 1 spot. The show escalates from season to season.

Russian roulette fits the theme because Kurumi's quirk is shooting herself in her own head with her gun. But in order to trigger effects from her angel.
