And nothing negates what happens so Carrot is at the same point now that Robin was just before joining the crew. Even more in front in fact.
So not only we can completely compare Robin and Carrot in that matter but we can also compare their status just before joining. The point is not to count the arc before the introduction, the point is the STATUS of the character before joining the crew definitively.
No. Right now Momo has more reason to stay in Wano than to go we Luffy compared to Carrot and Zou.

Characters are humans.
This means that characters acts like humans do. And are.. like human falling under the rule of
development inertia I conceptualized
here.

Carrot is a 15 years old girl (who never left her island) who sent
herself into the most
EXITING & WONDERFUL adventure there is on the planet. Basically it's like if a 15 yo teenagers who never left his backyard went out and discovered the
most exciting roller coaster there is.
So.. here come
your reasonning: After having a bit of fun, you are asking this 15 year old teenager NEVER to return on that adventure ever again and stay in his backyard for the rest of his life
Well that's where
development inertia comes into plays : When there is an inertia in a development (let's say Anakin is becoming a Jedi..) there must be an EQUAL opposite force to make the development of the character go into the opposite way (Meaning that Anakin can't become Dark Vader over night, there must be STRONG reasons to make him follow the opposite pass of the jedi). That's how human works.
We don't change over night unless there is an amazing amount of force put behind the development.
So like a real human who will
never go back home and pass on the chances to have more fun for no reason a character like Carrot who choose the pass of adventure and discover an entire world of wonder CAN'T NARRATIVELY change pass to go back home without a strong reason.
I hope this is clearer now. Because as the saying goes: "Once a pirate.. ALWAYS a pirate".
To make Carrot go back home, Oda
needs to give her a reason to go back or it will feel strange.
To make Carrot become a captain in the fleet, Oda
needs to start making Carrot act as a leader or it will feel strange.
That's why the dialogue from Carrot (because the death of Pedro and her defeat):
"
Luffy, I can't go with you, I would be useless, I'm not meant to be a pirate".. would feel STRANGE and would be the sign that this dialogue is a
subversion dialogue. The same kind of dialogue screamed by Chopper "
but I'm just a monster" just before being recruited.
