What I think carrot4nakama referring is this
The problem that is Carrot was not a liberator alongside the sun pirates like jimbei was. Nor did she face any form discrimination or force into slavery. She was never outcast herself as a character.
what about ogres carrot4nakama., Thery were left out in oden flashback, there were most likely hunted and big mom territory does not seem have them . We do not know of much them. According Kaido when attacking Yamato he doesn't believe they should be friends with humans. I wonder why that is hmm.

I never said that they were background characters. Only that they didn’t need to become main characters to justify their presence
Carrot legitimately has less characterization and ‘mythos’ than either of them. They were both set up to be antagonists, only for them to do a complete 180 and become major allies. They’re the most memorable Grand Fleet leaders for a reason.
I am an author (mostly just as a hobby but still) and it’s perfectly common to introduce a character just to make things more interesting. By Oda’s own admission that’s why he came up with the supernova. Not everyone’s gonna become a main character
