And the fact that someone like Morgans, or anyone for that matter, would even entertain the idea that Luffy could be an emperor without being a top-tier clearly proves the title isn't about the captain having a top-tier power level.

If it’s any consolation I remember that when the Yonko saga was announced to begin we still hadn’t quite finished Zou.

But I do think this just looks like Wano has been cut short, whether by Oda’s own decision or higher ups telling him to get it over with.

I doubt they are rushing him. One Piece still makes them money
