Garp confirmed the Yonko as the 4 strongest pirates, no mention of Mihawk
Kaido mentioned Xebec, Roger, WB, Shanks and Oden, no Mihawk
The Gorossei mentioned Kaido, Linlin, Shanks and Marco amongst the people possibly capable of defeating BB, no mention of Mihawk.

Mihawk has the least hype among top tiers. Any non Zolo/Mihawk fan can easily see that Yonko's and Admirals > Mihawk.

Oda has yet to say that ame no habakiri has the same cutting ability as Enma. Momo's hasn't his haki drained by Ame no habakiri. Pretty safe to say Enma is the only one with that power.
