I think it doesn't matter, she's not even that far above and Shanks is still a rookie compared to her in terms of pirate life.

It's fucking crazy that he has this type of hype being so young.

A lot of WB, Kaido, and Big Mom's bounties also probably come from the fact they are former Rocks.
