Again, no. It is Yasopp who creates a link with Usopp, who's inside another dimension. Yasopp also allegedly sees the future in both dimensions and relays that information to Usopp, which he then communicates to the people on his side. I'd say Usopp too should possess a very high-level observation to communicate with Yasopp, but the real deal here is Yasopp. Usopp is nowhere near his father from the looks of it.
