Mihawk is YC, he is a fraud, he wont have more than 1.5-2B bounty, Shanks let him get the title on purpose, he is Bugy's underling and cant protect himself
Now:
He is just part of an organization, he just got a bounty boost, the other Yonko have higher bounty
The cope is real. Even if fucking Roger or Primebeard sailing all alone in the sea i really doubt they would get more than 4B.

They give only when they feel some X or Y is a threat to them. And after that it is depending on the strength. So bounties = threat+strength+achievements.
And captains of the crews get bounties for individual achievements most of the times and crew gets bounties associated with captains, apart from their achievements.
Crocodile bounty is 1.9b, so is he as strong as blackboard who has only 2.2b and a yonko commanding territories and notorious criminals who escaped from impel down, and also the only person who can use 2 DFs, one of the fruits has the reputation to destroy the world.

Same people claiming Mihawk bounty was boosted by Cross Guild will deny that commanding a gigantic crew made of dozens thousands of fighters, with dozens being worth hundreds million and several ones in the billion on top of having dozen of territories influence the bounty.
