However Mihawk is Stronger Swordsman, Shanks have Greater Crew and Dragon is Worse Criminal, Oda made sure to tease these Three during East Blue Saga and reserved them till now

At the end, Luffy will gather Crew greater than Shanks, Zoro will defeat Mihawk and Nami gonna unleash a World Changing Storm with Dragon Help

They are Triggers of One Piece as Oda called them and together by surpassing those Three Strongest Top Tiers, they will be able to fulfill One Piece Endgoal

They didn't bring up Roger because he's dead

When they talked on shanks bounty he got 0 hype they spoke on his crew and he was the only one to have his commanders named

On mihawk they bought up him being > shanks as a swordsman

That only holds weight if shanks is a swordsman in the first place

I wouldn't hype zoro by saying he's a stronger swordsman than Marco

No one was called WSS. Neither Roger nor Rayleigh, Shiki, Xebec & co. The conclusion is, that this title was irrelevant for the story told by Oda. Mihawk was introduced once with the WSS title as to set him up against Zoro, whose dream it is to obtain this title. Roger was introduced with the title Luffy cares about. Great Pirate and Pirate King.

Why does Roger matter at all. Oda keeps up a rivalry between Mihawk and Shanks.

  • He fought with a sword
  • He used haki in fights

and yet he was not WSS. Why is that?

Mihawk never once was used in the same sentence as Roger. He was never compared to Roger. Zoro never once thought about Roger as his goal or even in general.
Why is that?

Mihawk as WSS was seeing himself inferior to old Whitebeard who was WSM.
While Roger was being compared as prime Whitebeard's equal and superior. Why is that?
Where does it say he wasn't? And if he wasn't, who was it?
