Id love to see 12 members, but whether its 10 or 12, i think Vivi wont be one of them (or atleast currently isnt). Shes a nakama already, but since Alabasta ended, we got 2 chapters with specific names. 1st, when Usopp returned and Franky joined, it was "The 3rd and 7th", Franky being the 7th and then Brook joined and the chapter name was "The Eighth".

Then later when Luffy had a breakdown due to Aces death and Jimbei asked him what he still has, he said i have my nakama. Zoro, Nami, Usopp, Sanji, Chopper, Robin, Franky, Brook. IMO Vivi is a nakama in the sense that shes their friend, but she is not part of the crew.

I think whoever joins now would have to be 1. special to Luffy and 2. well integrated into the story at some point so his/her eventual reintroduction would be easy, so Vivi is among the characters that has a chance to (re)join the crew. We are 1000 chapters in, i dont think there is time for new future characters to integrate into the crew.

IMO shes not a official member and shed have to re join, and i think shes one of the characters that has good chances to join. The post Wano plot could be around her, Sabo and Hancock so there is a chance for Oda if he wants her back. But like all characters, she has things going against her:
-no tragic past (Oda can manuever here with Cobra, Gorosei and Alabasta)
-no dream (she needs to have a purpose on the ship other than Luffy saving her from the government. Maybe after Reverie she gets a Revolutionary Army like ambition of changing the world or something in that ballpark? I dont know but she needs a relevant one justifying her being a SH)
-shes kinda weak, bellow weak trio of the SH, so i think she needs a quick power boost. DF, weapon(s), haki, i dont know, she just needs to be stronger

I like Vivi and would like if Oda builds her character into a SH post Wano, but right now she isnt one. That doesent mean she wont be though. Oh and, people want a lookout? Oda is not the king of hints for nothing:

She doesn't standout as she's not exceptional, unique, remarkable, extraordinary or special at it. A fan made collection of the time she spent at the crows nest when the Strawhats were split and short on men(making herself useful) is not a mean of differentiating herself from other lookouts. Carrot could be hinting at herself like she also could not, and again since she's not in any type of way exceptional at what she did, she's foreshadowing someone else just like Vivi or Pedro.

Again stop trying to shoehorn Tama of all people into the RA. That would go against Ace's promise... imo.

Tama is by no means gonna leave wano, she is a child with no importance of going to sea... not with SHs not for Revo. I think we need much longer in the arc to decide on true possible candidates.... yet no issue to speculate now! I myself would chose Momo IF he gets to turn to his original age! And be Oden of the SHs. However, if he doesn’t age at best he would either take part as a fleet leader of Wano samurai crew at the endgame war! Or simply be like Bellamy in the sense he would support Luffy when needed yet not part of the crew nor the SHGF.
