Either Im doesn't know about Pluton in Wano (hence why destroy a natural fortress he tried to control) or doesn't know where Luffy is. The only reason he knows Sabo's location is very clearly due to the Marines tapping into his call to the Revo's.

I love it. His whole thing of if he wanted to kill the Batman; he’d do it. He just wants to break him. Makes the joker comics some of the best.

Only villains I have in a similar vein as him is Reverse Flash, and Bane
