You're confusing
human rights with independent countries calling their male population to arms in an urgency. That is not a normal situation, essentially it's about "defending" or "fighting" when there's nothing else to do. Or when they're clowns.
The paradox here is that mobilization is linked to protection of human rights. Regardless international human rights help with gradually getting rid of obligatory military service etc. But it always depends on the nation itself. For example my country dropped obligatory military service in 2009, while South Korea opt to have it obligatory for obvious reasons.
