Well Akainu n Kizaru weren't aware of it so they aren't part of it and if it's not Marines current head. There only remains few candidates. Garp being solid one.

And Drake contacted Coby that link back to Garp, so i guess connections are indeed there.

Also, During Rodger n Shiki flashback and after EL when Garp when to meet Luffy it was shown Aokiji was also close to Garp. Again meets the requirements. I can second this thoery.

That would be great, I could see Fujitora being a member of it if Sword is indeed a resistance movement inside the Navy and Smoker and Tashigi joining.

And i guess, they are done with Smoking already.

This whole Thing will bring alot of chaos, will the shichibukai get captured? If so, which one? And will they get freed, or how will they get? Cant see Buggy captured again, Mihawk is still to important for the Story and so on.
