Mihawk because of the Hawk Eyes and Clairvoyant and Shanks developing FS/CoO Killer (assumedly to counter) and Fuji because he has shown the biggest range (meteors from space), accuracy and some sort of extreme future sight.

Not in nonsense situations like your example where Ray is actively trying to detect animals while Mihawk isnt.

You do realize there is levels to CoO right? Sensing someone's strength is like basic level shit. Luffy was doing it out the time skip. Don't be salty cause your boys level of CoO can't even tell how strong his pupil is.... He can't even manage that, what the hell else you expecting him to be able to do?
