Wasn't WGS due to lack of SWORD SKILL 
Thats what ignorant East Blue Zolo thought. East Blue Zolo didn't know the concepts like Haki yet, and doesn't know people like Roger or Shanks uses Kamusari which has nothing to do with swordsmanship since it doesn't cut or pierce.
Swords are made to cut or pierce, swordsman are obeying to swords.
Main subject here is sword. Not Zolo's Haki.
Roger and Shanks are not obeying to swords.
