I believe that he can be, yeah. Roger may have been the peak of strength at his time, but he was still relative to the other top tiers.
I think Roger gets a bit too much credit from us readers. Don't take me wrong, I don't mean to diminish his strength or being the Pirate King, what I mean is that the "legends of the past" in every series, be it here, Naruto or the Lord of the Rings, always cast a shadow over current characters due to their exploits and also by comparison to characters like Kaido who hadn't reached his own peak back then.
Zoro has already tapped into aCoC and will continue to grow exponentially, this is a very streamlined shonen, so even without getting into the whole "Roger was a swordsman" topic, I think Zoro can very well reach and surpass that level. Luffy will simply reach further than that in one way or another.

For now Luffy peaked. He ain't getting stronger than what he is(which is already above Kaido although haters say otherwise).
Zoro is already above peaked Luffy and he isn't on his limit yet. He will keep growing until he forge a black blade at least.

Commander is too much of a generalization, isn't it? Were the Yonkous just Xebec's commanders? Zoro's always close to Luffy, even if behind, and in a similar light as Rayleigh (who was already a top tier and a swordsman) he has a unique portrayal power-wise. Even recently with him unlocking aCoC on the same battle as Luffy. He's not on a path to simply become King 2.0 EoS.
Zoro's arc is all about power, after all, even if Luffy will remain beyond that for obvious reasons.

Obviously zoro will end up stronger than all YC1s and admirals but Kaido WB Roger and Blackbeard are in a whole different league. Especially BlackBeard.
I dont think he will he stronger than them. He can fight em and bring a good fight but ultimately i have them over EOS zoro. Most people do but i get where u are coming from.
