yeah kizaru is there officially as like a bodyguard or a military escort. like how prime ministers are provided with a bodyguard.

I dont know if you can powerscale off of this, since its probably not common knowledge the Gorosei are all monsters who can fight. Even if the admirals know Saturn can handle himself, it's sort of just what these protocol-minded military types do anyway.

Agriculture could be just the department/ministry which oda used to model present day functioning of Governments or might have indirect connection to his df.

Personally, I would have just had the Gorosei be individual control over the Four Blues and the GL. So, Saturn would be "Warrior God of the South", or Venus being "Warrior God of the Center".

The point is was to say gorosei are fighters and their roles . It is not they are secret to public even fodder marines can see them and Saturn is surround by navy .

Even fodder celestial dragon is a god by title .

We have 4 major entities/groups

Pirates - Yonkous with PK at top
Navy - Admirals with FA at top
Revolutionary army - Dragon as of now
And, world government biggest of them all- Gorosei with IMU at top.

I really don't think oda will depict any Gorosei weaker than Admirals/yonkous.
