Oda knows what's he doing with Kizaru lol
He's a caricature of the japanese salaryman, men who do their work diligently and follow the rules, but aren't that passionate about their actual job, it's all about the good paycheck, the social status and job security.
It's further emphasized by Oda's drawing of Kizaru as kid, where he looks like a poor but studious kid :
Broken lamp, patched hat, ton of huge books .
Funnily japanese readers were surprised and actually liked Kizaru using the term "社畜" (they didn't expect it to be used in the OP world), finding him relatable.
A noticeable difference though is that he clearly doesn't overwork himself or anything, he also reached the admiral rank so it's not like he's some random grunt. The good little subservient employe stuff is partially facade to not be held accountable for the WG's atrocities (like the planned Vegapunk's assassination in the case).

Pinzoro did not choose to follow him, Luffy made him a deal about freeing him and he would become his subordinate and Pinzoro agreed without ever knowing anything about Luffy or his personality or anything.
