There isn't anything going on here to make a bet.
Sure oda can bait us with this but point is it's matter of speculation and not based on evidence.
Evidence does suggest that his reaction was to kizaru.

Kizaru moves towards senta
We see sea being more wavy when kizaru was moving....vegaforce shaking slightly if you notice it.
Kizaru lands an attack and Luffy reacts "Light from below" " someone powerful is coming"
Only one who is light is kizaru
Only one who came is kizaru
Saturn didn't even lift his ass yet..
Now the argument - How luffy can react to kizaru like that? This is BS.
There is a thing called hyping opponents when it matters.
At wano - Luffy had whole alliance and GB was never meant to face to SHs so no such reaction from them. Instead oda wanted to hype shanks because of red movie and you saw GB backing away...
Shanks vs kid - shanks was sweating not because of kid but because he saw future of kidd attacking his weak allies....

Yall anti-Kizaru folks have more chance betting that Luffy is reacting to Dragon suddenly teleporting on Egghead than Saturn.
Saturn is literally not making any move as of now. Previous chapter had him telling Doberman to make sure they don't know he's here and this chapter has him entrusting the beginning of the battle to Kizar while sitting in his room.
