The strongest people in the world usually have the highest quality weapons to withstand the caliber of fighter the user is. Greenbull would just be another one added to this list except his blade also happens to be black.
Mihawk lives, breathes, eats, shits, and sleeps with his blade. Greenbull is like a thug, I doubt he lives by the way of the blade or whatever, nothing about him hints at a purist.

Yes, absolutely. It will still be an indication of very high level of armament Haki both in terms of raw power and mastery (perfect flow), but asking why Shanks, Roger and Xebec did not have a black blade will be buried. That of course still means that Roger is a swordsman, just that he massively amps his swordsmanship with CoC and is a superior fighter to Mihawk.
