We never learned how good odens coo or coa was
All we know is he had both and was able to scar kaido using coa

Why don't they have black blades then if something like zoro who will apparently still be weaker then them has one

Go read the story, he had normal coo which he seldom used as he didnt dodge attacks, he had no clue what acoa was when he saw wb and roger use it, and when he scarred kaido he used normal hardening as he cut kaido not hurt him from the inside.
Zoro can be stronger in one aspect but weaker overall, katas coo is better than his mums but hes weaker than her

He is a swordsman, but not a ''true'' or ''real'' swordsman like Mihawk or Zoro is. It's plain easy to see that. He could fight differently too or use sword techniques that a swordsman usually doesn't do.

Very simple - because Oda decided that they werent good enough for black blade.
Oda decided that only 3 characters in the entire series full of swordsmen are worthy of achieving Kokuto.
He doesnt want to give such a feat to some irrelevant side characters.

He only selected 3 worthy ones - the mc2 Zoro, the man who awaits him at the end of the road Mihawk and long-dead legend Ryuma.
Those 3 characters are worthy of having the prestigious black blade, the mark of the ultimate swordsman.
All the others who couldnt achieve it are simply not good enough, whether the fans like it or not.

It means his CoA > theirs.
But with a top tier like mihawk who has the top coo too it means a lot.

Even if you say it's a "swordsman thing", top tier swordsmanship is like an overpowered DF. It has among the highest AP, DC and lethality. Mihawk being superior to Shanks in "swordsmanship only" means Mihawk has higher AP and lethality with the sword. Shanks cannot make up to it with kicks.

So a black blade says you have the highest mastery over your sword (as Hyogoro said, by fusing the blade with Haki, the swordsman becomes one with the sword).
