I’m not part of the Gorosei > admirals agenda but since Oda made them fighters they should at least be between commanders and admirals

Why do we expect career bureaucrats to be extremely strong

Because the bureaucrats of powerful organizations in Shonen are usually some of the most powerful individuals in their respective series. Like the Hokage selection in Naruto is based on strength.
