technically freedom in that case is protection . Luffy is 100% freedom and he don't cut a deal for the navy to leave him alone .
But hawk he's is by himself and he got annoyed being constantly targeted and want be able to just go fight strong swordmans and have fun .
Also this way since he is an easy target because he is alone he is sure the navy wont go crazy by sending admirals and stuff on him . Mihawk is clearly a one man army but he too have a limit .

One piece is a shonen and power scaling it's the common element of a shonen. And it's actually the best manga for powerscalers coz oda doesn't say outright who's stronger.

maybe curently but I remember at kuma introduciton his bounty was like 290 000 000 or something it was lower then doflamingo
