A complete 180? Kishimoto literally resurrected Itachi specifically so that Sasuke can have a character arc that changes goals at the end of the story… this is called “Character development”… Maybe it seems weird to you since you’re only used to One piece where it doesn’t happen…
it’s actually possible for a story to challenge its main character’s beliefs and have the main character change even fundamental aspects of who they are based on like actual in story motivations and reasonings
btw, all in all the Edo Tensei shit did more harm than good to the story but a very clear VERY GOOD that came from that plot point was Itachi’s resurrection
My guy, there is a reason why the naruto and Sasuke dynamic has become iconic and repeated in all modern Shonen… This is by far the best thing Kishimoto has written and Oda would be LUCKY to do anything as good as this with any main character… Like not even Luffy could achieve any good character stuff that compares to this let alone Zoro or any other side character

It has nothing to do with character devolopment, or character arcs, which yes was there, but was just a piss poor excuse to appease those who wanted to see Naruto and Sasuke fight.
Continously changing the reason for a certain event to still take place is terrible writing. You either stick to the original plan, or change the outcome completely. You don't just keep moving the goal post.
Their dynamic has fuck all to do with the way this shit was written, just so they'd still end up fighting. That ruined pretty much everything, character development or otherwise.
