Being affiliated with a Yonkou (powerful crew in general) inflates your bounty. The higher up you are the more likely it is your bounty will be greater. It makes perfect sense for Marco to have a bigger bounty considering Mihawk is all by himself.

I think it is difficult in the one piece world to write Yonko like power wise bounty hunter.

But yeah it could have had more strong mid tiers or strong hunters who hunt pre skip SN like characters or small strong crew.

Pretty sure the Numbers are below the Lead Performers. Goes with Kaido's card theme. If there's a King, Queen, and Jack, then there's a "10," "9," etc. Headliners seem to be more like subordinate captains.

We can use bounty among emperors/top pirates to state who's superior coz they earned their bounties by their own hands. Whilst commanders will get boost when their captains do something crazy.

Actually, it does. Kid had a bounty that was 15 million more than Luffy, and that was the only reason. They were only rookies back then. That number is probably astronomically higher for a bunch of people that have been around longer. Luffy was above Kid back then, and it’s not debatable now either.

Usopp is still relevant but weaker than Page1. That means nothing. Page1 was used to hype Sanji’s strength, something defeating Oven couldn’t accomplish.
