There's nothing to place him below the other Yonko either. Especially given that we know that there can be significant difference in bounty for people that kill civilians and people that don't. Luffy and Kid proved this on Sabaody, and Luffy was probably stronger than Kid back then.

Still I would have loved to see a super powerful and super crazy but also very professionnal bounty hunter à la Deadpool or Lobo who can take on very strong pirates on a regular basis, use cunning and traps and who's just as if not more determined as pirates like Roger, Ace, Kid, Law and the kind of guy that you do not get rid of just by beating him.

To be fair, Shichibukai are actually "Bounty Hunters" who hunt pirates for an exchange. It was said during their first introduction, Crocodile emphasized it, and lately Mihawk also said it when he stated that it's ironic that he was chasing pirates, now he's being chased.

So, Shichibukai actually ARE for Oda the bounty hunters who gain wealth and fame by taking down other pirates and bringing them to WG

Imagine what Shanks’ bounty would be like if he has both arms.

Just make him notorious one like Kaido or BM or Kidd than he would be most wanted man (Than Dragon would be wiping out WG peacefully as well ).
