Zoro is using it against Lucci and can't get past his claws, COCless Luffy had a much better performance against the same opponent.
COC is not the autowin you want it to be. You need to land clean hits for it to be effective, Kizaru easily parried and blitzed snakeman at point blank. Luffy would just waste his already mediocre stamina in G4 and G5 for an opponent he has trouble tagging unlike damage sponge Kaido.
Oda has been careful to never draw Luffy's COA with black lightning since Wano started, that was 200 chapters ago. Somehow he decided to break that pattern one time... just because.
The only reason why people even deny Luffy's kick was imbued with COC is because Kizaru easily blocked it instead of having his arm broken.
But I'm not really interested in arguing about that again.
