Even if I would prefer him greatly, I have never liked Imu concept at all, I am skeptical about BB being the final villain. Oda is characterizing him as Xebec 2.0, even his ship's name is Xebec, so I think he'll fall in a GV 2.0 with the Mugi and possibility Koby instead of Garp, and it's not surprising that Koby is already heavy related to BB (both with Rocky Port and the recent events actually).

But he will kill Shanks, for sure.

Shanks will die because he's the "father figure" of the protagonist and because he and BB have a feud. Also, it's the only way to reliably hype BB beyond strongest creature Kaido and maybe any other emperor ever. More so, Shanks is actively searching for him, Teach said "It's not the time" last time, but it will be.
It's not about anything, it's about them and their fated fight.

As for BB, he is a contender for the PK throne, he even fought Law for his RPGs, so obv he will not back from the race and will fight Luffy for it.

However, we know since MF, and now from Oden's FB, that when you arrive in Raftel, you discover something about the D. and the Void century (which is all plot related to the WG) and so you have to do something AFTER Raftel.
So, Imu is the final fight of a PK Luffy, likely.

But again, that is my opinion based on this thing. Anyone can have their own.

@Dragon777 even said multiple times that Blackbeard WILL obviously be a major part of the final saga. Just that he thinks Blackbeard won't be the last enemy standing in the final battle, because Imu is still there.

Tbf, I think that BB too have some legendary ancestor like Joy Boy, and Xebec was his successor as Roger was for Joy Boy.

But WB's words are clear, and the mirror with Xebec too imho: BB will fall before Imu, and Luffy will be the one to overthrow the WG.
