Not a hard feat to accomplish as long as your bodycount is above zero
And if we count attacks that were blocked or missed (like the image you posted does), then we can say he failed to kill Luffy yet again, as well as Atlas, Franky, Sanji, and Vegapunk.
Anyway, Kizaru didn't accomplish his mission. Saturn had to do it for him.
Then I can also say that Vegapunks death was predetermined and no amount of protecting wouldve saved him.
But they arent just talking, they are fighting. Zoro can one shot him, why is he fucking around.
We know he can fuck around while his crew is in danger.

And when talking about facts, we saw how much more Zoro can do than Luffy despite severely less panel time. 
Luffy's death was also predetermined but Zoro still didnt allow it to happen on his watch.

No we dont know that. Zoro is a bad first mate for not finishing this fight fast to help his crew. That is fact.
I was right, some of the usual suspects are already saying that it was Saturn and not Kizaru.
Oda was just delaying the inevitable. He needed Vegapunk’s failsafe message to go out at a specific time, which is why he wasn’t already killed standing in front of Kizaru & Saturn some chapters ago.
I already said it a while ago, but there were already several opportunities to kill him earlier which made the Strawhats look terrible. Ultimately you’d have to lay the blame on Oda.
