Roger just wasn't on that level, were he could do it. That's a skill issue on his end
Which has always been the case. Roger just isn't a graceful/skillful swordsman. He's a brute force type of swordsman. Same as current shanks
Is it so hard to accept that 20+ years after someone's death there MIGHT BE the smallest chance someone stronger pops up?

Things we know for sure:
1. Becoming PK is harder than becoming WSS. But it's also not only related to strength. Roger wasn't PK before he went to Laugh Tale. The lore/fame + his strength made him PK. Not strength alone.
2. Becoming WSS has only two requirements. Wield a sword and beat the socially accepted strongest sword wielder.
Mihawk has the strength necessary to become PK. But he lacks the rest.
Buggy has the fame and reputation to become PK. But he lacks the rest.
Current Mihawk, Shanks, Kaido are most likely above Roger strength wise and that's fucking fine.
So yeah, Roger didn't have a Black blade because he wasn't powerful enough. And most likely it's his haki that lacked.
Ryuuma's didn't. Mihawk's didn't. Zoro's won't.
