Kaido words are not gospels .
Kaido is what he is largely thanks to his devil fruit , Luffy without DF awakening could not do shit against Kaido , take away lethality of Akainus magma and he has almost nothing , Blackbeard entire relevancy comes from devil fruits.
Let us wait for Blackbeard vs Shanks to have actual answer.

I think this isn't a proper way to gauge it.
Blackbeard is the peak of DF merchants.
While Shanks is a hakiman, he is not the peak.
And there is always the narrative that has certain tasks to accomplish.
Oda would either have to make this a legit win for BB or offscreen it for DF merchant to beat a hakiman.
If Shanks parallels Brook, Blackbeard could wipe out entire RHPs paralleling the demise of Rumbar Pirates.
The closest to peak DF merchant vs peak hakiman we will get, IMO, is Zoro vs Shiryu.
Shiryu will be peak DF merchant alongside Blackbeard, potentially even above if his Awakening is nothingness.
Zoro wont be peak hakiman during that fight yet but he will be as close as it gets to it.

There's no basis for this tbh. Pure Haki users rely completely on Haki and hence focus more on training it while DF users generally need to train their DFs as well as their Haki, so of course they fall behind the pure Haki users in the Haki department. It also depends on the person's overall potential as there are some DF users like Luffy and Kaido with stronger or better Haki prowess than non-DF users.
Most likely. Surely we didn't see anything close to what Shanks did with his CoC, Kaido barely showed FS once (while Shanks had a much more extensive showing) and we aren't even sure he can use AdvCoA (while for Shanks Is Kaido hismelf that told us).
Still Kaido was, or at least thought to be (and the world with him), stronger than Shanks.
