Because Shanks is his idol, the reason he wanted to become a pirate, and the subject of a promise that he wants to surpass.
I never said that Roger wasn’t the Pirate King. I said that Luffy is only compared to Roger by others, never by himself. He doesn’t mention Roger. He wants the freedom, not to surpass the person.
Shanks not being Pirate King has zero relevance because Shanks doesn’t want to be the Pirate King.
Lol how are you trying to use Shanks’ statement of them meeting very soon as an indicator of Shanks’ strength? It has nothing to do with Shanks’ strength, it just shows that he believes in Luffy and expects him to be ok. If you were trying to make it an indicator of Shanks’ strength in the way you did, then it would show that Shanks is stronger than Kaido and Big Mom because he thinks he’s going to be fine against them. But it wasn’t an indicator of his strength at all, just his belief in Luffy and acknowledgement that Luffy is growing.

Both are PK but from different era
So the only way to judge is for us to know is by one of those choices:
1- Luffy fights Roger (will not happen)
2- Oda shows us the extent of power for both (most likely choice for Oda to follow)
In the same manner, Ryuuma was WSS at his era, and Mihawk is currently WSS
So, we cannot possibly know until we see both of them going all out.
Also, ANYONE would try to suggest that in Ryuuma's time there was no TOP Tier people. I will say drop this series cause you do not understand how this shit works. In every era, there are their own strong people.
In this era, Yonko exist, before it, Roger's era, before it, Rocks took control, and you can continue on until you reach Joy Boy, Imu-sama (who probably has been sitting on the throne ever since void century lol
Ryuuma had his foes who were Top Tiers for sure!
Also, it was stated by Gyokimaru that the WG were stopped by Ryuuma when they tried to take on Wano. It's why even up until now, the WG fears the Samurai of Wano. It's all because of the legend of Ryuuma that put fear into the hearts of the WG!
Afterall, WG were after the city of gold which was in Wano as stated!
So Ryuuma deserves his credit for sure.
And only way to determine who is better between Prime Ryuuma and Mihawk is by seeing it with our own eyes
