meaning ... no Yonko in age 39 had a bounty of 4 Bil ... and that include whitebeard himself ...
we know as a fact his bounty in age 39 was lower than Shanks ...

while she had maybe highest kid bounty ever
we need to understand a simple math here ...
Big Mom is 68 years old
She is been a Pirate for 63 years
She is been a famous pirate for +38 years
She is been called a Yonko from Whitebaerd generation
so ... while she is been a big name pirate more than Shanks was alive ... she ONLY have 300 Mil bounty above Shanks
a number than MOST LIKELY was lower than 4 Bil in age 39
while he have highest bounty for a alive Pirate we need take 2 thing in factor here
1- age logic for Big Mom apply to Kaido as well ... he is been a Big name less than Big mom but still he was famous since 38 years ago ...
2- he is far far more wild than Shanks
- he been part of Rocks war (same as Big Mom)
- he is been captured 18 time (meaning he had 18 big fights and it didn't went down easy)
- he is been beaten 7 times so it add more numbers to those 18 (at least 1 ... the war for Wano)
- his is the most destructive Yonko
while Shanks is famous not having war lost
now Shanks admitted that he been part of countless wars and fights as well
but in terms of being destructive ... no pirate ever can hold a candle to Kaido
