Its pretty obvious considering the age of the Yonkos that Shanks might be the only one worth such a high bounty at 39 years of age

Bounties represent combat abilities and the threat to the government and due to that Shanks' combined combat abilities and the threat to the WG are the lowest. While Blackbeard's bounty is actually the lowest, it doesnt reflect his true threat and combat abilities.
While Blackbeard's bounty will undoubtedly increase to represent the actual threat and his combat abilities, it wont happen with Shanks.
Shanks' yonko organization seems the smallest in numbers and thus threat to the Government is the lowest. His combat abilities should be relatively close to other Yonkos. The reason why Whitebeard had a higher bounty than Kaido who is the strongest is probably because of WB's ability to destroy the world as well as many allied captains from the New World. Being part of Rocks probably boosted it too.
The reason why Roger had the highest is probably because of voyage to Raftel and finding out what World Government doesnt want to be found out. Roger's organization was by far the smallest, probably smaller than Shanks' and thus lowest threat to WG but the knowledge compensated for lack of numbers and boosted his overall danger for WG. I think age has nothing to do with bounties.

It seems this thread is trying to prove that Shanks is the most dangerous Yonko because of his age. I have to disagree with this premise. This does not prove that the other pirates were less of a threat at age 39. The rest were part of the Rocks crew, a legendary infamous crew, out to take over the world.
How exactly bounties are roughly estimated in the OP world have always been all over the place.
Generally Aokiji told us that Bounty reflects:
Affiliations, Political power, possession of certain weapons etc.
However, we as long time readers can definitely say that Oda is using bounties as portrayal, hype and in many examples power levels.
- Katakuri was coincidentally the confirmed strongest sweet commander with the highest bounty.
- King will have the highest bounty of the calamities and going from the card theme we know that he also will be the strongest etc etc...many examples.
Shanks having a 4B bounty with 39 is indeed impressive, but we can't deny that in comparison to the other "original" Yonkou his took kind off a hit, especially since Shanks fans took pride in the opposite due to false editor hype.

Assuming Kaido and Shanks began their careers at the same time, which appears to be the case from what we know, then Kaido’s bounty is more impressive than Shanks’ by 600 million.
So, did Kaido have that large a bounty at 39? Who knows, but also irrelevant. We should look at how long it seemingly took people to earn their bounties, not age. It took Shanks 6 years of being a Yonko and another 7 (at minimum) of piracy to get where he is. That’s 13+ years. We would need to know rough time frames for the other Yonko.

We literally have a panel of apprentice Kaido with the other Rocks pirates, against Roger and Garp, while Shanks was like a 1 year old.

Age =/= Pirate Generation.
Urouge is 2 decades older than luffy, but they both started their pirate careers at the same time. Same for Capone.
Like I said, Age is irrelevant here. Luffy is going to become the pirate king at 19 lol. Kaido and Shanks beginning their careers at the same time (relatively) is an established fact.

You actually compare it wrong is not about how old is he but how long he is being captain so about 23 years that’s a long time to build that bounty and Wb did the same and got highest bounty actually wb did that in less time than shanks, bb will do it even faster than that so what is that 39 yo with bounty of 4 bill when he is captain for 20+ years ? Is tottaly irrelevant he didn’t reach it faster he started earlier that’s it .!
