As Elbaf is something for season 38,on a television level is useless introducing giants now.
The point of Whiskey Peak/Little Garden on a tv show level is more to create the bond between Vivi and the Strawhats. But you could have worked on that introducing her already in Logue Town,why not? The point is to create the Strawhats-Vivi bond,and developing the Baroque Works as villains.

Um so they cast and have a character that has no effect on the story until 600+ chapters later.

Not my point the guy said they should've remove little garden because elbaf wouldn't matter for many seasons in the future and there's no way the live action will get elbaf but from adding barto it show they don't care if this character will only really matter in like several seasons and don't care if they don't get to that arc ,they will have part show any way.
