13 Strawhats seems excessive this point in the story. There were 9 pre-timeskip. Only one more has joined post-timeskip.
4 joined in East Blue.
4 joined in Paradise.
1 was named dropped in East Blue, introduced in Paradise, then joined in the New World.
It's been a slow build since Brook joined. 3 more joining seems highly unlikely IMO. Each Strawhat had focus on themselves when they joined. Oda having to focus on 13 members interactions during travel and adventures will dilute the content. Maybe if there was another timeskip to build the characters and relationships I could fathom it. Oda though would have to plan One Piece to go on another 10+ years to properly insert new crewmates which would otherwise seem forced IMO.
Oda is a fan of football (soccer) so I'm leaning towards 11 total crewmates.

Taking that ideology to heart and applying it in real life..
All it took for Luffy to aim for a Sky Island was a single hint, the Log Pose pointing upward and Robin mentioning a Sky Island.. His unwavering faith was set.. No matter how, he was without a doubt going there..
All it takes, even if it's just one Pedro fan, it's a Hint out of place..
