i don't think Luffy or Zoro will end up with these World's (Wano's) most beautiful women. But the fact that Oda has both of them go through the same experience means that he has similar plans for both.

Zoro won't be a pirate after the WG downfall and with the new order I don't think Zoro will be looked after anymore so he can settle and open a dojo like his master
Zoro and Tashigi will likely meet at the end of Wano (I think Smokey and Tash will be there in the end). They will also meet during the final war and they will be on the same side in the end. They can have a lot of interactions etc.

pre-ts zoro x robin was clear had a good chance of happening same with luffy x nami but post-ts oda completely abandoned them now it’s franky x robin and sanji x nami
