This "Shanks fights with his crew" had always been a big cope. Shanks will clap Aramaki like a puppy. He already taught the Red Dog respect, who stood there with his magma fist charged staying in line while Shanks bowed down to grab the strawhat on the floor next to him, not carrying about Akainu's presence and his magma fist right next to his head.

-Making Greenbull twerk

-Defeating Loki

You absolutely cannot substitute Mihawk with Xebec and the scenes make sense.
-Being lumped together with the rest of the Warlords during the great war
-Marco being confident in sending Vista to stop him, Vista smiling in Xebec's face saying postponement would benefit them both.
-Crocodile stopping Xebec's advance during the war.
-Xebec and Crocodile working together as equal partners under Buggy the Clown

1. Oda gave zoro santoryu to be the strongest swordsman ever
2. What xebec is doing this chapter will be a higher level of what Roger shanks do yet he is being outright hyped for this as a swordsman
Something @ZenZu and others tried to argue excludes shanks from being one
This chapter outright ends any debate

We'll see how Oda continues to present this. I think it will always be ambiguous at best. Oda never gives clear answers but maybe since the story is ending he might start throwing named top tiers under the bus.
