I don't understand your logic. Had Shusui been a tier 3 Meito originally, people would have mentioned it, but it makes sense that nobody would mention it was originally a tier 4 Meito? The only thing we actually know about Shusui is it's a tier 2 Meito, so one of the 21 Great Blades. It doesn't make more sense to not say anything about it being originally a simple Grade Blade than it does to not say anything about it being originally a Skillful Blade.
because it can only increase by one level, this was explained in the manga, it was an everyday common sword 50 Skillful and because it was turned black it went to Great status....
mihawks blade couldve started at great and went to supreme cause its a black blade.
Oden had 2 great grade swords. Enma couldn’t be a supreme grade because then Ame no Habakiri would also have to be a supreme grade, and Oda isn’t gonna let someone have 1/6th of the supreme grades. Then there’s also the fact that Oda didn’t want Zoro getting a supreme grade

There were alternatives so that Zoro wouldn't get a Saijo, Oda could give him Nidai etc.
That's why i said to @MonsterKaido that if Shiki's swords are both Saijo Oden is finished.
If Xebec's sword is not a Saijo then Oden's agenda (whatever that is) is still alive.

The manga told us during Thriller Bark arc after Zoro obtained shusui that black blades hardness are unparalleled. All black blades have a higher hardness then normal blades.
It's only stated that Hardness is the Black Blades special trait, what they are known for.. It's not said that all Black Blades have higher Hardness than all Blades.. Supreme Grade Blade Hardness are obviously superior to Shusui..
Remember, blacksmith don't create black blades. They create normal swords. While swordsman create black blades. The blade grade system you are talking was created by blacksmith and only applies to normal swords. Once you forge a blade into a black blade it becomes part of the black blade grade system which is higher than the normal blade grade system.

Yes, hardness. That's the whole point to creating a black blade. It's to have a blade with unparalleled hardness.
Based on what you say there's absolutely no point to creating a black blade. You are better off just obtaining a superior grade blade. That goes against the manga.
Zoro was told If he forge enma to a black blade the sword rank might raise. He wasn't told if he forged enma to a black blade it would go from excellent grade to superior grade. There's a difference between the two. As I said, a blade grade is determined by the blacksmith when they create the blade. Blacksmith has zero effect on black blades or their rank because they don't create black blades. That's the reason a sword will keep the same blade grade when it becomes a black blade even though the sword eank increases.
