No. I usually say that gender identity is non controlable, you can't really decide to be a man or a woman (unless you are genderfluid maybe, but even then, I'm not sure it's a real control, more of a mood change).. But it can still evolve. It's a social construct after all, it's fluid.
I think you could say that we are all born non binary. Gender construction might come after (even tho gender disphoria would tend to contradict that), it's a bit complex, we still don't know everything yet. That's why there are gender studies and why biologist are interest with the case of trans people.
