Doflamingo had Yonko Tier Business Connection, he's the anti Mihawk in the sense that it's his strength that prevented him from becoming a Yonko while with Mihawk it's that he was a solo guy

I've seen people claim he's a top tier, but only around 2014 when his hype was at its highest, and even then it was considered wank. Sanjikun is the only one remaining of that nigh-extinct race. He carries all their hope.

Mihawk lvl is just cutting in half top of icebearg that Aokiji made, compare that to old sick WB who with single punch completely destroyed both Icebearg mountains. So single WB punch with two hands>>>> anything that Mihawk show.
Akainu always was doing what it takes, using any methods just to be victoriuos. He send Fujitora plus Sengoku, case knew that someone from Kaido crew will try to save Doffy. He send Fujitora to catch Boa case blind man wouldn't be fulled by fake beauty. Man knew his job and doing it very well. I could say that he is best Fleet Admiral, obvious better than Sengoku.
