Oda is literally about to recreate Impel Down with the "numbered" floors to get up to Kaido. That's him dragging his feet. That's not an opinion. It's just awful writing.
He literally does in most arcs, stop cherry picking. He did it at Enies Lobby. He did it at Thriller Bark. He did it at Dressrosa. ALL it is a means to easily define where locations are and where the strawhats will be during the upcoming fights. This is just the "floor" related layout he's done. He literally does this every single arc when pointing geographical locations of fights. This also happened at Alabasta and Skypiea.
But sure, shit on Wano because its Wano and not Enies Lobby or Thriller Bark for doing it BEFORE Impel Down.
