The only hierarchy based on strength meritocracy that has been confirmed in the Beasts Pirates is intergroup. A member may become a Headliner, a Headliner may enter the Tobi Roppo, a Tobi Roppo may take an All Star spot. I don't recall any instance in which we were told that the hierarchy applies intragroup to use it in support of King being stronger than Queen, and even if such hierarchy existed, it still doesn't support what you think it does because for it to be the case we'd need to assume that King is in fact stronger (a petitio principii, then); otherwise they could be virtually equal yet found themselves in a preestablished heirarchy (would they both be called King if they are equal yet the intragroup hierarchy existed? Would that leave a Queen spot for Jack and space for a fourth All Star?).
Is King the strongest bar Kaido because of his name? We can assume it, to be fair; I believe it too. Does it mean that the difference betwen King and Queen is as significant as it could be between Katakuri and the other commanders? Now that's up to debate. A 51-49 ratio of victory still makes King stronger than Queen, but the difference is way more significant than a 60-40.
